Human Rights Concerns at the South Florida Detention Facility (Alligator Alcatraz)

The South Florida Detention Facility, informally dubbed “Alligator Alcatraz” due to its remote swamplands location, opened in July 2025 as a new immigration detention center. Since its launch, it has become the subject of serious human rights concerns. Media investigations and advocacy organizations have reported allegations of extreme overcrowding, unsanitary living conditions, spoiled food, insect infestations, inadequate medical care, and limited access to legal representation.

Detainees are reportedly housed in cramped cage-like units with bunk beds placed close together, leaving minimal space for movement. Reports describe excessive heat and humidity, malfunctioning sanitation facilities, and insufficient protection against mosquitoes and other insects common in the surrounding wetlands. Legal advocates have raised concerns regarding restricted and non-confidential communication with lawyers and family members, potentially undermining due process rights.

Environmental groups and Indigenous representatives have also criticised the facility’s construction, citing potential harm to the fragile Everglades ecosystem and concerns over development on historically significant indigenous lands. The rapid establishment of the facility, allegedly with limited oversight or transparency, has intensified scrutiny. Observers warn that if such standards become normalized, they may set a precedent for expanded detention practices lacking adequate safeguards.

International human rights standards, including the International Covenant on Civil and Political Rights (ICCPR), require humane treatment of all persons deprived of liberty and guarantee access to legal counsel and family contact. The reported conditions at the South Florida Detention Facility raise serious questions about compliance with these obligations.

As the Rights Defenders Initiative (RDI), we call on the United States federal and Florida state authorities to conduct immediate, independent, and unannounced inspections of the South Florida Detention Facility; guarantee confidential access to legal counsel, consular representatives, and family members; ensure adequate medical care and humane living conditions; and suspend operations if minimum human rights standards cannot be met. Immigration detention must not become a site of systemic abuse. Immediate corrective action is required to prevent further violations and safeguard human dignity.
