Justice and Accountability Needed Following the Death in Custody of Aimable Karasira in Rwanda

Aimable Karasira was a Rwandan academic and public figure who had long faced pressure because of his outspoken criticism of the government and his comments on human rights violations in the post-1994 period. Although he lost members of his family during the genocide, Karasira also spoke about other forms of suffering and victims that he believed were excluded from the official state narrative. Because of these statements, he was prosecuted and imprisoned on charges including “genocide ideology” and “divisionism.” Concerns had repeatedly been raised regarding his detention conditions and health, and his death in custody on the very day he was reportedly expected to be released has once again raised serious questions about the rule of law and human rights protections in Rwanda.

In recent years, allegations surrounding suspicious deaths in detention involving opposition figures, journalists, and government critics in Rwanda have been documented by international human rights organizations. Reports have consistently highlighted concerns over arbitrary detention, torture, enforced disappearances, and restrictions on freedom of expression. Karasira’s death is therefore being viewed within this broader pattern of repression and growing concern over the treatment of dissenting voices and prison conditions in the country. When an individual dies while under state custody, it is not only a personal tragedy but also a serious human rights issue that requires accountability and public scrutiny.

For this reason, as Rights Defenders, we urge the Rwandan authorities to conduct an effective, independent, impartial, and transparent investigation into the death of Aimable Karasira. Such an investigation should not only establish the exact circumstances and cause of death, but also examine detention conditions, access to medical care, and any allegations of negligence or ill-treatment. Ensuring access for independent observers and international human rights mechanisms will be essential to restoring public confidence and preventing similar deaths in custody in the future.
